The issue was taken up after various irregularities in the recruitments were pointed out to the Department. The recruitments were usually conducted at the district level with members of the Gujarat Secondary and Higher Secondary Education Board (GSHSEB) as part of the recruitment team.

Hasmukh Adhia, Principal Secretary, and Department of Education, said: “The amendments for a central interviewing committee has been passed in the Assembly. We are in the process of finalizing the details and deciding on who all should form part of the interview committee. This will be finalized within the next two months. We will be in a position to implement the new system to recruit teachers for the new academic session.”

The centralized recruitment system plans to include a common test for the applicants to bring in a standardized way of judging the candidates for the post of teachers and principals.

The teachers are recruited as per their performance in the B.Ed   exam, but every college has its own way of marking and grading, which is actually not a proper method to judge the merit of all the teachers. We are planning for a common test for the teachers for recruitment, which would be held once or twice a year. With the inclusion of Class VIII in the primary education, we will have a surplus of teachers to test the new system

An entrance test followed by an interview has to be conducted at individual university/institution for admission to these courses. However, separate terms and conditions may be decided by the individual institutions for candidates who have qualified UGC/CSIR(JRF)/SLET/teacher fellowship/GATE or have passed entrance tests for M.Phil/Ph.D. In the interview, candidates may discuss their research interests. The allocation of supervisor will be done in a formal manner by the department based on the research interests of student, specialization of the faculty and in no case will be left to the student or teacher to decide on their own choice. All the admitted students have to undergo the course work of minimum one semester duration related to methodology of research work or review of literature. However, the course work may be carried out either within the institution or outside of it. Institutes may also decide the minimum qualifying requirements for doctoral students to proceed further before writing the dissertation. Each student has to make a presentation in the department before submission of the thesis and incorporate all the suggestions in consultation with supervisor. Each student has to publish one research paper in a referred journal befor submission of the thesis. Thesis so submitted will be evaluated by two examiners. Of these two experts, at least one shall be from outside the state. Institute or university , if interested, may have one examiner from outside the country. Students have to defend their thesis openly after receiving satisfactory reports from the examiners. Once the degree is awarded, concerned institute shall submit a soft copy of the M.Phil/Ph. D. thesis to the UGC within thirty days of the award. UGC will make the thesis available to all institutions by hosting the same in INFLIBNET.

These regulations will definitely be useful in bringing out uniformity across the institutions. However, few points in this regulation need to be critically examined. As per this regulation, a supervisor can have 8 Ph. D. and 5 M. Phil students at a given point of time, this number is too big for a supervisor to guide 13 students at a time. It may be easy to work with 13 students if they belong to humanities but handling 13 science or technology students is not a simple task. If you look at this number from quality view point, it will be difficult for a supervisor to maintain quality. This point is definitely going to create havoc. In my opinion, 4-5 students are good enough if quality work is concerned.

A government resolution was issued late on Tuesday announcing revisions in the teaching staff’s pay scale as per the Sixth Pay Commission terms set by the state government and not the University Grants Commission (UGC), which has annoyed the teachers.

Dreaming of a hefty hike and making plans for Diwali, over 15,000 disappointed teaching staff in 1,000 colleges in the state are furious and planning to agitate. “This decision is not acceptable to us. Professors, readers and lecturers stand to lose anything between Rs 1.2 lakh to Rs 3 lakh annually, owing to non-implementation of the UGC’s version of the Sixth Pay Commission,” said KS Shastri, president of Gujarat State Teachers’ Federation (GSTF) and former vice-chancellor of  Gujarat University.

The issue is likely to snowball into a state-wide agitation, throwing college academics out of gear. Members of GSTF will meet on Thursday to decide how to effectively and aggressively to put their point across.

Till date, the state government had implemented all the five pay commissions as per directions of a committee set up by the UGC. This is the first time that the state government has devised its own pay scale.

The GR effectively said that instead of UGC pay commission’s norms, Gujarat government’s norms would be implemented. Shastri added: “This is not acceptable to us. Till the GR is scrapped and UGC’s recommendations are implemented in letter and spirit our agitation shall continue.”

Secretary of the GSTF Devendra Solanki said: “The UGC’s grant covers 80 per cent of the expenditure incurred in paying college and university teachers. Only 20 per cent is state government’s responsibility. Gujarat government’s financial status is sound, then why this miserly approach?”

“Since July the state government has been assuring us of issuing a GR for implementation of the UGC scale. But, they have gone back on their word. This government has meted out step-motherly treatment to education. Ironically, the same government on the other hand makes a lot of noise about providing quality education to the state,” said  president of  Gujarat University Teachers’ Association Dr. RS Patel
